Civil society is a critical actor for societal change and development. It should choose the degree to which it engages with state structures, while developing its own path and its own solutions.
New aid orthodoxies are threatening the autonomy of civil society. In particular, the aid effectiveness trend and the Development for Security agenda are worldwide policy changes with major impacts on civil society functioning.
In the run-up to the third High-Level Forum on Aid Effectiveness in Accra in September 2008, Alliance 2015, a group of NGOs, examined donor and in-country issues in relation to the implementation of the aid effectiveness process. An INTRAC team has been closely involved in this process, and in producing the final report, which can be downloaded below.
