Monitoring and Evaluating Capacity Building: Is it really that difficult?

Our latest 36-page paper, by Nigel Simister with Rachel Smith, looks at the theory and current practice of monitoring and evaluating capacity building work. 

It looks at some key concepts in capacity building and M&E, examines different ways of thinking about M&E, and describes different tools and approaches used to plan, monitor and evaluate capacity building work. The paper goes on to discuss M&E in relation to donors and outlines current practices. Finally, it highlights key areas for further discussion, and presents some conclusions, based on research undertaken with a range of capacity building providers based in the North and South.
