Central and Eastern Europe

In Central and Eastern Europe INTRAC mainly worked through a participatory monitoring and evaluation (M&E) programme which aimed to engage with Roma NGOs and the communities they serve, strengthening their capacity to be more effective in the ‘Decade of Roma Inclusion 2005-2015’.

Towards inclusive Roma programming

INTRAC worked in collaboration with Minority Rights Group , IQ Roma Servis (Czech Republic) and Romani Baht (Bulgaria) on programme activities, and designing and delivering M&E training for Roma representatives. We worked on three levels:

  • Directly with Roma NGOs and their constituencies in the design of contextually relevant M&E systems
  • At an intermediary level in the training of Roma managers and trainers
  • At the policy level in lobbying governments and inter-governmental institutions.

In addition, INTRAC supported the capacity of actors to engage effectively in complex relationships. We did this through exploring the interactions between civil society and the state, especially at local levels, and also the interaction between international donors and emergent civil society actors. This helped us explore assumptions underlying the civil society strengthening programmes in the region.

Through these activities, these broader aims have been served:

  • Addressing poverty reduction through promoting enhanced participation and empowerment of Roma NGOs in programmes linked to the Decade of Roma Inclusion 2005-2015.
  • Supporting the civic space-creating mission of NGO support organisations in the region
  • Promoting the active participation of civil society organisations in the process of accession to the EU
  • Supporting non-governmental development organisations in their efforts to establish and strengthen their international aid programmes.
