The 1st phase of the programme was guided by four cross-cutting and inter-related objectives. Within each objective specific issues - or key topics - were selected based on their relevance to the needs and challenges facing CSOs. All of the topics were permeate by key cross cutting themes of value & power in capacity building and organizational learning.
