In May 2016, the Humanitarian Leadership Academy commissioned INTRAC to help inform its operational, partnership and learning requirements across the Middle East. INTRAC conducted a comprehensive needs assessment which focused on analysing existing capacity building provision and identifying critical gaps and weaknesses.

The needs assessment involved desk-based research and scoping, as well as semi-structured interviews. We analysed capacity building providers and actors involved in the humanitarian sector in the region, spanning not-for-profit and private capacity building organisations, international and national NGOs, government ministries, donor agencies and academic institutions. We identified and assessed relevant training courses, capacity building initiatives, literature and materials.

Findings from the needs assessment were presented to the Humanitarian Leadership Academy and recommendations were integrated into their strategic plan for the region.
