This paper considers the changing history of NGO/Multilateral Agencies (MLA) relations, programming issues that affect the effectiveness of NGO/MLA collaborations, the impact of funding arrangements, the policy and actual practice of MLAs towards NGOs in certain sectoors, and the opportunities and threats to NGOs in working with MLAs.
