cover-2All development interventions are based on some form of design process, and most projects and programmes develop a formal written plan at the start. In many cases plans contain information on how monitoring and evaluation (M&E) will be conducted. The way in which a plan is developed and the content of the plan may vary significantly according to the type of intervention, and will have implications for how M&E is carried out at a later date.
